Develop and maintain VS custom tools is a hard task.

Did you estimate your ROI? I mean: How many users will have your tool? ¿How many LOC will generate? Why intetgrated in VS?

It sounds pretty cool but, (and again) in a small project/team DouYouReallyNeedIt?

    a few points:
1- Is what the customer wants -it's in the scope of the contract-
2- It isn't so hard to develop. Try it :)
3- The tool isn't for the project team (about 20 developers), it is for the customer developers
4- It doesn't generate code, it generates files with definitions of navigation and behaviours rules for the forms
5- While concepts as YAGNI are really useful, if you apply them everytime you never will do nothing
