First please back up your Notebooks, click on the FIle > Export > OneNote.pkg > Export.
Then, did you switch any accounts in your PC to access the OneNote?
Did this problem appear in all Notebooks or specific Notebooks?
You can try to login your account and open OneDrive in the web page. Try to check if these Notebooks work fine in website.
Then try to go to this OneNote.com website to fix your notebook, you check if you can select Fix Permissions option. If yes, select it when you see Permissions fixed, your access permission will be restored.
