Visual Studio Licence for Azure Analysis Services

Question

I'm working in a big company as a BI developer. I'm new in Analysis Services but when I unstood it right, I need a Version of Visual Studio to use SSDT.
I only want to use the Visual Studio for Azure Analysis Services. Do I have to pay for the Visual Studio?
Can I use the old SSDT 2017 standalone installer? This seems to be free.
