I might have the same issue. Just started recently too, What version of FSLogix are you using. We are (Version 2.9.7979.62170) its oldish but had no reason to update and introduce unknowns.

This now appears to be fixed in the latest version of Core Sync (renamed "Adobe Content Synchronizer"): 6.6.4.2.
Not all of our clients seem to be updating to this version but the ones which have can use fonts again and presumably the others will catch up. It seems like Adobe fixed it along with the double byte username issue if you look at the last post on this thread: adobe.ly/48acuMT

I had a couple of calls with Adobe last week and they confirmed that this is now fixed with Core Sync version 6.6.4.2.

Make sure that you are using the latest version of FSLogix, as updates may contain bug fixes or improvements that address such issues.

As a troubleshooting step, you can temporarily disable FSLogix to see if Adobe Creative Cloud Desktop functions correctly without it. This can help isolate the issue.

Did you ever get this resolved? We are having the same issue.
We engaged Adobe (My colleague was on the phone for hours with them) they are very quick to point out they don't support virtualized environments "But will help" We are convinced they changed something after the big outage with fonts sync a few weeks ago... No solution from them yet. We had our designers work off a master indd file to seed a set of fonts from them to use, so we went to a machine where it worked and found where the fonts were hiding and then put them in the proper adobe fonts folder. Not a FIX for Activating fonts you want, but at least got people working again.
As we are experieincing the same issue, I had a few questions regarding your current work around. For the master indd file, did you use a non FSLogix profile to build it and add the fonts, then open it in an FSLogix machine, search for the fonts, and move them to the correct Adobe folder? If so, do you happen to know where they were hiding and where you put them? Any help is appreciated.

we don't have a solution for this problem..
I'am suspect that Adobe will provide a solution for this Problem. The error is caused by an unwanted redirect in FSLogix. If you switch off FSLogix, the synchronization of the fonts will work

Copy the Numbered files out of here. Rename the files to .OTF
C:\Users'USERNAME'\AppData\Roaming\Adobe\CoreSync\plugins\livetype\
This is not solution, but allowed the designers to continue as we have a large Production Farm of VM's, and every person that signs onto this farm has an Adobe account.
We wait in anticipation that Adobe will fix it....... I restored a backup (pre windows updates) and as soon as the Adobe cloud updates it breaks.

Meanwhile, I downgraded FSLogix to a couple of versions behind (2.9.8111.53415), but Creative Cloud still showing the same 'Loading Fonts' UI forever, so this is clearly an Adobe issue as you mentioned.
Once you renamed, the files to .OTF you could double click on them and see that they were fonts?
Where did you put the fonts? C:\Program Files\Common Files\Adobe\Fonts\ ?

Update: It worked fine when I renamed from the subfolder named 'r'.

Has anyone tried with the update to creative cloud released yesterday?
We tried the update today and still the same result. Spinning wheel on fonts.
I can confirm that we have started to remove the fonts from local (our work around) and with Adobe Content Synchronizer 6.6.4.2 & fslogix everything is functioning as expected, only some of accounts are getting presented this update but there is light at the end of the tunnel.
The last CC update solve the issue for us
