I hope you have submitted the registration form.
Generally, the error message 429 is caused due to throttling problems. This can happen if you are making too many requests to the API within a short period of time (exceeding the rate limit).
I would suggest checking these metrics (rate limits) in the Azure portal under your face resource and try again. Please share more details if you still face issues.
You can also increase the TPS (transaction per second) limit by raising the support request: https://learn.microsoft.com/en-us/azure/ai-services/autoscale?tabs=portal
