
I have tested for a day. It appears that setting "Preload the new tab page for a faster experience" to disabled under Settings > New tab page will allow IE mode to trigger consistently.

I am testing the Enterprise Mode Site List which is being deployed through GPO. I am running Microsoft Edge 86.0.622.51 on Windows 10 Pro 64-bit.
I have a certain website declared in the list to use the IE11 Engine and it appears in edge://compat as such.
If I open Edge immediately and go to this website, it will indeed open in IE11 mode. However, it will not open in IE11 mode if I let Edge sit idle for a few minutes and load the page again. In this circumstance, I can often get it to load in IE11 mode by simply closing the tab and reopening the page again.
Has anyone come across this behavior or know a fix?
Is there anyway to troubleshoot why Edge is decidedly not opening this page in IE11 some of the time?
