VMSSのスケールインができない

VMSSのスケーリング設定にて、「カスタム自動スケーリング」を選択し、そのまま条件を追加しました。
そのあと「特定のインスタン数にスケーリング」するを押して、インスタンス数を2に設定しました。
開始と終了をそれぞれ余裕を持たせて設定しました。
スケールアウトは正常に行われましたが、終了時間にスケールインが行われませんでした。
終了時間になってもスケールアウトされた後のVMが2台のままで、削除が実行されません。
考えられる理由として何かございますでしょうか?
※手動でのスケールアウト、スケールインは問題なく行うことができました。

    After translating your question, this is what I understood: "Cannot scale in VMSS "

    In the VMSS scaling settings, I selected "Custom Auto Scaling" and added the condition as it is. Then I pressed "Scaling to a specific number of instances" and set the number of instances to 2.I set the start and end with a margin. The scale-out was successful, but the scale-in did not occur at the end time. Even at the end time, there are still two VMs after being scaled out, and the deletion is not executed.
    Is there any possible reason? * I was able to manually scale out and scale in without any problems.

    Suggestion:

    Check the audit logs in the Azure portal for scale events. Maybe there was a scale up and a scale down that was missed. You can filter by “Scale”.

    Since you have manually scale out: If you can successfully change the number of VMs manually, you then know the problem is isolated to autoscale.
