I’m afraid that it is hard to realize for now.
In my test, users can decline the request or propose a new meeting time in Outlook if they receive a meeting request for a time that they are not available. Meanwhile, the meeting organizer can either accept or decline the proposal.
We recommend you give a feedback in Outlook UserVoice (the link is: https://outlook.uservoice.com/forums/284136-outlook-com/suggestions/32427382-multiple-time-slot-support-for-meeting-invites-and ). Microsoft will always focus on customer’s feedback and experience, some new features would be added to the services based on customers' feedback in the future, and your good ideas will be very helpful for them to improve the service.

Ladder Microsoft teams meeting

Hi,
I was wondering if it is possible to ladder a Microsoft teams meeting. I would like a half an hour meeting with one set of people in for the whole half hour, one set join for the first 15 minutes and one set for the last 15 minutes.
Is it possible to send two sets of invites for the same meeting however have them start at different times?
