Hello @Juan David Padilla Diaz Thank you for contacting us through Microsoft Q&A platform and I apologize for the inconvenience caused to you!
Based on the information shared by you, I understand that your Azure subscription is disabled, and you are unable to raise a support request to reactivate the subscription. It sounds like there was at least one violation of the terms of service. To resolve this issue, you must reach out to support and work with the security team.
What should I do if my account is disabled? What should you do if you find that your account has been disabled for a violation of the Terms of Service?
- Check your email - For many violations of Terms of Service, you should receive an email sent to the address associated with your Azure subscription that provides additional information so that you can correct the violation. Check your email to see what action needs to be taken.
- Review the Terms of Service - Make sure that you review the Terms of Service so that you are aware of anything that may constitute a violation and take corrective action: Microsoft Azure Legal Information / Microsoft Azure Offer Details / Azure Terms of Service (you'll need to scroll down a bit)
- Create a support request - Violations are reviewed by our security team but if you feel that your case needs to be revisited, create a support ticket. You can do this either online or through the portal by searching for Help + support and clicking on Create a support request (Issue type: Subscription management / Problem type: Re-enable my subscription).
Here is the link - https://docs.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request to create support case.
FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.

If you are unable to create a support request, I suggest you try the following options:
Twitter : Connect with @AzureSupport on Twitter for answers, support, and to connect with Azure experts. best place to raise a request
Few Customers are using the Microsoft REST api Support Tickets - REST API (Azure Support) | Microsoft Learn to create Support request.
OR
You can call global customer service - https://support.microsoft.com/en-gb/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2 to raise a support request on your behalf to help you connect with Azure billing and subscription management support.
Hope this helps!
