Inconsistent Behavior and Build Failures in Azure Image Builder

During the Azure windows vm image build process using Azure Image Builder through image templates, I have encountered inconsistent behavior during the creation of image build. Sometimes the build process creates an Azure Container Instance on the resource group, and other times it does not. When it does create an Azure Container Instance, it often leads to build failures and Packer logs are not generated in the storage account from the beginning. Can you please provide guidance on why this is happening and how to fix it? Thank you.
how can i avoid azure containter instance creation during build process, though it is background process. is there any configuration ?

I have attached the image Snapshot.jpg where you can see it creates ACI.
I assume first build from the image template doesn't create ACI and for the next build using same template it creates ACI.

Logs:
1st build(Snapshot1.jpg) : Packer Log folder was created and i can see the logs and build was successful.

2nd build with the same image template (Snapshot2.jpg): No packer log folder got created and this time ACI was also created under resource group which you can refer in snapshot.jpg.

Note: Both the builds are triggered using same template with no modification. There will be no option to modify as well.

I attempted to replicate the issue in my lab, but after multiple attempts, I encountered the same problem you mentioned (shown in screenshots below). I suggest filing a support case to investigate this matter further. The support team will be able to examine and assist with resolving the issue.
