Inconsistent Behavior and Build Failures in Azure Image Builder

During the Azure windows vm image build process using Azure Image Builder through image templates, I have encountered inconsistent behavior during the creation of image build. Sometimes the build process creates an Azure Container Instance on the resource group, and other times it does not. When it does create an Azure Container Instance, it often leads to build failures and Packer logs are not generated in the storage account from the beginning. Can you please provide guidance on why this is happening and how to fix it? Thank you.
how can i avoid azure containter instance creation during build process, though it is background process. is there any configuration ?
