I understand that you would like to know the impact of ExpressRoute gateway IP unavailability.
Technically, it should never be the case where a Public IP becomes unavailable in Azure.
- It is possible if the IP is Regional/Zonal and there is a corresponding regional/zonal failure, then the IP may become unavailable.
- But this also means, the associated resource (which will also be using the same region/zone) will also become unavailable.
- So, this means, IP Address alone becoming unavailable while the IaaS or PaaS service associated with it is available is not possible.
In your case, you will not encounter a scenario where the Gateway is healthy and available, but the IP associated with the gateway is unavailable - so the question is not correct.
