Error 400 bad request when trying to access Exchange online ecp. our environment is hybrid.

To resolve the issue and allow you to access the ECP page successfully, remove the ExternalURL property from the ECP virtual directory.
Restart IIS.
The /ecp is getting deprecated in Exchange Online. You should be using the new Exchange admin center, https://admin.exchange.microsoft.com/#/
