Do not qualify for Microsoft 365 Developer Program but need it for certification preparation

Hello,

The Learn module in the Microsoft 365 fundamentals instructs learners to create a developer account to get the free 90-day sandbox to train in. However I am receiving the following error upon registering: "Thank you for joining. You don't current qualify for a Microsoft 365 Developer Program sandbox subscription." How am I supposed to complete the training if I don't "qualify", especially for a free resource?
