How does this user save calendar invitations?
What's the version of your Outlook? In order to prevent other problems caused by the version is not updated, please make sure you have upgraded your Outlook to the latest version.
Based on my testing, it could be that this user saved to a location that they don't have access to. Try changing the save path to check if there are any discrepancies.
For example, if I save to the administrator path, I get the same error. Save to My Account under the path to save successfully.
