Problem setting up MFA for one user

I am helping one of our employees set up MFA, but it's getting stuck when adding his phone number as an authentication method (for text messages).

    Yes, The following additional forms of verification can be used with Microsoft Entra multifactor authentication:

    • Microsoft Authenticator
    • Authenticator Lite (in Outlook)
    • Windows Hello for Business
    • FIDO2 security key
    • OATH hardware token (preview)
    • OATH software token
    • SMS
    • Voice call

    Kindly try following the tutorial while trying to setup MFA for this user.
