Add delete option for duplicate answers and comments

I often find both myself and others run into situations where things aren't running as smoothly as expected and when we submit an answer or question it doesn't initially show up, so we might reenter the response or press refresh and end up with multiple duplicate answers/comments. When we try and delete it we have to give a reason and there isn't a good option to choose from (all of the options make the user look bad when they are just trying to be good and keep things clean). Currently the closest option that I always end up using is "Off topic or irrelevant content".
