For policy reasons, only the latest VS community edition which is VS 2022 will be available for download for “Dev Essentials” account holders.
If you have a paid subscription, you have access to the VS2019 Community edition.
If no, I recommend you use the VS 2022 Community edition. It is supported on your operating system.
