Image Captioning (Image Analysis 4.0) - availability in regions

Hi, 

Computer Vision is available in many regions, but without image captioning, which is in Image Analysis 4.0.  It is available only in few regions and it doesn’t include important regions like Canada Central or Australia East. Is there any plan to extend availability?
