I have a Dashboard in SharePoint Online

How do I create a report that will list all users, Active and Inactive, and export it to a PDF file?

Do you want to get all the active and inactive users in your SharePoint tenant? If so, see below, if not, please describe your problem in more detail.

SharePoint doesn't support exporting reports to PDF format, but Excel format, so you can get Excel reports and convert them to PDF format.

First, we can get the Active Users report in M365 Admin Center, please contact your administrator to follow the steps in this article to get active users: How to get to the Active Users report.

SharePoint doesn't have the ability to record inactive users at the moment, so we can only get all the user's information from Active Users of Admin Center, and then remove all the active users as inactive users.
