I understand that the new created user in Active Directory is not reflecting in Entra ID even the synchronization is run successful without any error.
May I know have you enable the Staging mode in Entra Connect? if so, exports in Entra connect are not reflect.
May I know have you made any changes in the synchronization rule editor?
If the above suggestions are not helpful you need to start your troubleshooting from Entra connect tool, you can open Entra connect tool in your server. Check for "metaverse search" tab on the top of the tool. You can set the query using object display name and check if the user object is synced till metaverse.
If user is not present in metaverse then issue might be with the OU filtering (OU in which user belongs to may not be part of sync scope). If not, it might also be an issue with the attribute level filtering.
