We understand that your Azure DNS service not restored after billing issue. You could refer to the following points:
1.Please check the Azure DNS audit logs to get some information regarding why the DNS is not working properly.
2.Make sure that the DNS zones and record sets are configured properly. Sometime issues might occur if record sets are not properly configured.
