Hello Anveshreddy Nimmala, opt-out is available for the Microsoft customers, who have dedicated account teams. That's because disabling of content filtering should be done in line with the company's Responsible AI principles to avoid potential mis-use.

- Azure Government customers can submit their opt-out requests here: https://aka.ms/AOAIGovModifyContentFilter
Once the request is approved, it should be possible then to have full control over content filtering.
