I cannot see live updates in a Linux WebApp - I need to restart the webapp to see changes to files.

Every time I update a php, html, even txt file in my WebApp in Linux, I cannot see the changes immediately, I need to restart the webapp to see the changes.
I did not change any configuration, it was working fine till yesterday.
