Report Email as Phish/Junk-- Incorrect Customized "After Report" Message

Hello team,

We recently configured the Report button on Defender portal. We configured a custom message for users who Reported Email as Phish or junk. But on setting up the custom message, it shows succesfully set but also throwing a following error-

When we asked the user to try the report button, the custom message was not showing for most of the employees except the few users. For all the employees only the default message was visible when they report any email as phish or junk. Kindly suggest.
