    If your role in Azure has changed, it could be that you no longer have the necessary permissions to perform deletion actions. To close your subscription, you’ll generally need to be an Account Administrator or Owner role(access)

    Check Your Role:

    • Go to Azure Portal > Subscriptions.
    • Find the specific subscription you want to close and click on it.
    • Under Access Control (IAM), verify your role.

    Contact Admin:

    If you don't see permissions to delete the subscription, contact someone in your organization who might be an administrator and ask them to reassign you with sufficient permissions, such as the
    Owner role

    If you want to see who the owner of the subscription is follow below screenshot and ask him to provide you owner access or else tell him to delete the subscription

    Contact Azure Support (if all else fails):

    If you’re unable to get the required permissions or close the subscription yourself, reach out to Azure Support for assistance. Explain your situation, and they can help initiate the closure.

    With these steps, you should be able to Disable the Subscription or else reach to Microsoft Azure. Hope this helps!
