Azure registration wrong phone number format

Question

I want to register on Azure in Germany and can't enter my phone number, every attempt is invalid as the required format is weird (i think its for US numbers): 

example: (170) 1234567 (as in the screenshot)

No format leads to the call for completing the registration:

examples:

(0 49) 1 23 45 67812 <- Country code should not be specified!?!

(1 23) 4 56 78 12 <- would be USA?

(0 12) 3 45 67 812 <- would be a country code as well?

The Region is set to Germany

I cannot change the format, it always starts with the parentheses and I cant put +49 in front of it.
