Agent created in Copilot Studio works in Copilot Studio but not working when Added as App on Teams

The issue description: We created a Copilot Agent in Copilot Studio, we created App on https://dev.teams.microsoft.com/apps/ that using agent as bot. For creator of this agent/app its working both on Copliot side and Teams. But for other org users when they add App to Teams, Agent is not responding. If i share agent to user, he can use agent in Copilot Studio and agent responding. Its not working only on Teams. The Authentication is disabled for testing purposes so agent is even working on test website, but not on Teams.

Auth is completely disabled to be sure its not the cause of a problem. Aside from that could you please elaborate on Verify bot framework configuration and messaging endpoints ?
