Integrating Microsoft Authenticator with internal Application for Push Notification MFA

Question

We are planning to introduce a push notification based MFA service for our end users (who are not on Azure AD). Can we integrate and utilize Microsoft Authenticator to send push notifications to end users so that they can authenticate with it?

PS: we are using Azure AD for internal employees.
