For OCR processing in my enterprise-level application, I am evaluating Azure OpenAI and Azure Document Intelligence.

I want to understand the differences between these services in terms of:

• Accuracy: Which one provides better text extraction results?
• Security & Compliance: Which is more secure and enterprise-compliant?
• Cost: Which one is more cost-effective for large-scale OCR processing?
• Efficiency: Which offers better performance for extracting text from scanned documents and PDFs?
