I understand you're trying to create a new identity as an Individual Developer, but the "New Identity" button is greyed out even after assigning the Trusted Signing Identity Verifier role.
This is actually due to a recent update from Microsoft. As of April 2, 2025, Trusted Signing is only open to organizations based in the US and Canada with at least three years of verifiable history. Because of this change, individual developers and organizations from other regions can't start the identity validation process during the public preview.
Earlier, this used to work when the correct role was assigned. But now, even with the right role, the option stays disabled for individual developers.

The role is assigned to use correctly under the Trusted Signing account:
When "Organization" is selected, the "New Identity" button is available:
But when switching to "Individual," the button becomes greyed out like this:
