If you're talking about user folders, even back in W10 you couldn't change them. The best you can do is add a picture under Properties > Customize, excluding Desktop & Documents folders.
Other folder icons can still be changed though.

when i right click on a folder icon and go to properties i only see tow option general and Previous versions but now see the change icon option
