Can't install 2020-04 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4549951), Error 0x80070017 is given

Question

I've tried numerous times (and so has the system) to install this update but it continues to fail and gives the error code 0x80070017. At the end it fails and give the statement "There were problems installing some updates, but we'll try again later." KB4550945 also fails and gives the same code.

I've tried everything I could find on the web (disconnecting external drives, downloading the update directly from the update catalog and manually installing, checking for driver updates, restarted several times, disabled the antivirus, ran Windows update troubleshooter-which doesn't find any issues, etc, etc). Nothing works.

This has been taking place over a week now.

All previous updates downloaded and installed fine.

Help.
