TFS 2018 Collection level Permissions

Hello,

Looking for some help on creating TFS collection level permissions so that all the projects under that collection can be accessible.
We have TFS 2018 and created various projects under a collection. We would like to create a group so that they can access testplans under all the projects.

Can you please share the process
