Could you please give more details - Are you trying to add members from your organization (user@yourdomain.com) or from outside your organization? If you are trying to add users outside (Guests), the error message is expected. In that case, you can follow my blog below which shows a short video on how to add guests in your Teams

Hi Holly!

Do you want to add member from your organization or external member?

If you want to add external user/guest to join your organization, please make sure you have enabled external access/guest access in the Microsoft Teams admin center.

Then you can go directly to Azure Active Directory management (https://aad.portal.azure.com/) and see if the guest user there. Once the email was added and invite sent, the email showed up in the Teams "add user" search function.
