Can't access email - (PII removed ***@hotmail.com)

I have two hotmail accounts:

(PII removed)

I am unable to access the secondary account - (PII removed ***@hotmail.com). I am getting a message that says I need to sign into that account however, I cannot recall the password for that account so cannot sign in.

I have tried multiple times to change my password for (PII removed) using the online system but to no avail. When I try to access a code to enter to continue the process, it tells me that that the 6 digit code program is currently unavailable.

I am sure by now this account has been blocked since I have tried so many times and ways to change the password. Therefore, I am requesting your assistance in regaining access to this account and resetting the password.

    The error message you received indicates that your account is blocked due to the system detecting unusual activity.

    Kindly perform these steps to fix the verification method error:

    1. Perform a password reset via Incognito/InPrivate window using different devices and network services.
    2. If it doesn't work, wait exactly 24 hours to reset the password.
    3. If the issue persists, kindly wait exactly 48 hours to perform another password reset.
