    Hello

If this is on iPad/iOS, data validation is not supported. You will not find this feature on the iOS app version, it is by design. Sorry.

In Excel on Windows, creating a drop-down list uses Data Validation. If only Filter is available and nothing else works, the sheet or workbook is likely protected or shared.

    Use these steps:

    1. Open the workbook and go to the sheet where the drop-down is needed.
    2. Check if the sheet is protected or shared:
      • On the Review tab, look for Unprotect Sheet or Unprotect Workbook and select it if available.
      • If the workbook is shared, stop sharing it first.
    3. After unprotecting, go to the Data tab.
    4. In the Data Tools group, select Data Validation.
    5. On the Settings tab, in Allow, choose List.
    6. In Source, either:
      • Type values separated by commas (for example: Low,Average,High), or
      • Select the range of cells that contains the list items.
    7. Ensure In-cell dropdown is checked.
    8. Select OK.

If Data Validation is still unavailable, verify again that the sheet is not protected and the workbook is not shared, then retry step 4.
