It is by design for Outlook for Windows. If you have a demand to add this function to Outlook for Windows, you could create a thread in User voice, then other users will could vote on it for you, Microsoft may notice it and add it in the later version.
Outlook 365 Exchange ActiveSync vs. Windows 10 Mail app
Hi Everybody, I'd like to user Exchange Activesync configuration in my Outlook 365 to sync a Lotus Domino account in the same way I did with my Windows 10 Mail modern app. Everything works fine but looking for contacts in the domino Directory. In Windows 10 app when you write a name int the to or cc field you can click on search in the directory in outlook this seems not possibile. D'you know why? Thanks.

In Outlook, there also have a similar function which called “Check Name”, it could search address list to find the correct email address:
To use this function, you need to make sure your account supported address book function. If your account doesn't supported address book(cannot find users in address book), you will cannot use the "Check Name" function. -
