Some of my users have allowedOnlineMeetingProviders but some don't

Some of the users in the organization have allowedOnlineMeetingProviders but some users do not.
How can I change this for the user that does not have any options for allowedOnlineMeetingProviders?

    To my knowledge, the following online meeting providers can set up outlook calendars and enable meetings online: Microsoft Teams, Skype, Skype for Business. If your users don’t have any options for allowedOnlineMeetingProviders, you can try to use the cloud communication API to create online meetings:
