Hello.
I have created Azure account and it comes with default Azure AD. I have administrative rights on myself but when I do create a new user, they are unable to access Outlook.
I also got Global Admin access for my account.

    Hi,

Probably you haven't licensed the users yet with an Office 365 license.

Why would you expect them to access Outlook? Azure AD on its own does not provide any of the productivity services, you need the corresponding Office 365/Exchange Online license for that. So make sure you have purchased and assigned such licenses first.
