How to pass tjr phone number pass security for microsoft 365 developer ?

I am creating a developer account for microsoft 365 anf i am having this problem passing phone number security

We can't continue with the signup process for the following reason:

• Your phone number did not pass security checks.

MS-CorrelationID: 3f05e1c9-297a-4653-800d-4f498a14f045 Code: 40321

I am from algeria and i have tried with both my numbers from two different phones ans two different cellelur operators.

please help me pass this vérification

Could you pleae create a new Microsoft account for a test?

If this does not work, please refer to "Phone number did not pass security checks microsoft".
