Azure Marketplace offers are typically available for direct Azure subscriptions, but may not be available for subscriptions that are managed by a CSP. This is because CSPs have their own billing and management systems, which may not be fully compatible with the Azure Marketplace. Alternatively, if any other users with a different subscription type, maybe able to access the offering fine ( you may need to validate this, just to isolate).
I believe, to make your offer available to CSP partners, you may need to authorize them in the CSP program via Partner Center.
