How can you test Teams phone Direct routing setup in non-prod environment

We are transitioning to MS Teams phone from traditional phone system.
I have been advised that the plan is to set this up directly to prod environment rather then testing is non-prod because of SBC not being there in non-prod environment.
I have following questions:
- Is it ok to implement directly in prod due to above mentioned reason
- Can this be tested in non-prod without SBCs being provided by service provider as this will also allow for future testing?
