How to fix "Cannot open Read/Write handles" error?

I receive "Cannot open Read/Write handles" error message when I try opening Visual studio projects in VS 2017 version. I already logged out and logged in back with my credentials and it didn't help. I still get this error message and not able to open any VS projects. I can only open individual subroutines or functions in VS but not able to open any VS projects. What would be potential reason for this , and How can I get it resolved ?

    What is the project type? Do you mean that it also occurs in new created project? 

    You can try the following:

    1. Update VS 2017 to the latest version with Visual Studio Installer.
    2. Open the Visual Studio Installer > More > Repair your VS.
    3. Run VS 2017 as administrator.
    4. Run “devenv /ResetSettings” at Developer Command Prompt for VS2017 to restore your Visual Studio default settings.
    5. If you have anti-virus software, please temporarily disable it.
