Gareth Davies.You can manage the printer using Notepad.exe. Yes I know this is a lousy experience but you can if the Windows Devices and printer or Printers and Scanners UI is not working. I've added as screenshot. Notepad uses the Common Print Dialog when pressing Control P. You can add printers from this UI as well as right click on a printer and set Preferences and open the Properties.
You can also open the old old, Printers UI from XP on Windows 10. Open a command prompt and copy the command below.
