As the question, when getting Windows Insider Program updates via Windows Update, the download progress is stuck at 1% for a long time

And when upgrading via Windows image, Setup.exe only appears as a process in the background of the task manager, and disappears after a few seconds

There is no $WINDOWS.~BT generated under the C drive

Windows is in test mode and can't be turned off without getting a .sys driver error.

Is there a detailed solution or is it possible to update the system only through the existing WIM?
