I'm having the EXACT same problem with our 2019 RDS server farm. It's been a couple of months now. The only other thing strange that I have noticed is that network printers added from the print server as administrator will now show up for the users logging in which has never been the case. So if the user has added the same network printer that admin has added then it's in their list twice. I know one of them is from the admin session because the end user cannot remove it. I'll keep researching and post here if I find more.
RDS Windows Server 2019 lost printer for logged in users

For some time now, our organization has had serious problems with disappearing printers on RDS servers. One collection and 5 RDS. Printers are mapped from the Print server using GPOs and by security groups. We have already tried various tips, but nothing works. The symptom is that after logging in, the user sometimes has printers and sometimes has them, but not the ones he wants. Even though it was added manually, the printer does not appear in the Control Panel.
There is also a symptom that the printer is not visible in the Control Panel, but it is visible, for example, in the Notepad application. This is very misleading and the user no longer knows whether he has this printer or not.
This makes it very difficult to print documents from our main system.

2024-02-19T01:45:12.29+00:00 Hello, I want to confirm whether the printers are from the same vendor. If they are from the same vendor, we may try to update the printer drivers. Or if you can create a new GPO for testing (or just add the printer manually). There may be a lot of causes: GPO redirection, printer drivers etc.

We have a policy to only use Universal Printing PCL 6 drivers. There are no problems with printer mapping or other problems in the logs. Over the weekend I did some work related to cleaning registry keys on RDS. We observe behavior after changes.
