Based on my understanding of your question, You do not want your users to see the landing page that notifies them that "User 2, you were just phished by your security team."
Based on my test and research, this is the landing pages and you have 2 options here:
- Create a custom tenant landing page that displays information you want to provide to your users or copy and edit an existing global page. - Choose to use a custom URL that redirects the users to a chosen site after the phishing is complete. image below.
