How to Set up a custom user account

Hi,
I don't know if it is possible or not but I want to set up a user account such that the user

1. Access all the programs
2. Can't delete any file/folder
3. can't uninstall any program
4. create files and folders

In Windows 10, you can achieve what you describe by creating a standard user account and setting the appropriate permissions on it.

1. Create a standard user account: Open settings, go to accounts, go to other users, enter the username of the new user, set a password and password question. 2. Restrict file deletion permission: Select "Properties" on the file or folder that needs to be protected, and switch to the "Security" tab.
