In Azure cost allocations, why don't all my subscriptions show up as a target?

I am experimenting with Azure cost allocations and I'm running into an issue. I have resources in 1 subscription that I would like to allocate costs to other subscriptions that represent different teams to assist with chargebacks. The target subscription for my cost allocation has $0 monthly charges and will not show as an option to select for a cost allocation target. It appears that only subscriptions with existing charges can be a target. Is there a way to overcome this?

    @Perry, Christopher The rule can be created through the API. However, cost will not be allocated to the target with no usage. Unfortunately, there is no work around. We have an item in our backlog to allocate charges to targets even when they have no usage. For now, there is no definite timeliness for the feature availability. Edit:
    Cost must be present for each month for the allocation to work for that month.
