Based on your description, I will answer in order.
- Transfer rules created in Online are available to be applied on-premises Exchange.
2.Because the Bcc (Bcc) message really doesn't show up in the header of the message, creating a mail rule doesn't really reject Bcc messages.
Considering that all your users are on Online, you might consider creating DLs in the Exchange Online.
Because we can use Set-DistributionGroup -Identity "your DG name" -BccBlocked $true to block cc copied emails to the DL.
